About the Papua New Guinea Programs
Abt Global implements six (6) Australian Government Programs in PNG. These programs are;
- Australia PNG Economic Partnership (APEP)
- Australia PNG Subnational Program (APSP)
- PNG-Australia Transition to Health (PATH)
- PNG Partnerships for Improving Education (PIE)
- PNG Women’s Lead (PNGWL)
- PNG Australia Institutional Partnerships Program (PIPP)
About the Opportunity
The Legal and Contracts team is responsible for program contracting and compliance activities for our PNG based programs and provides in-house legal advisory services. We are seeking interest in a number of roles in our Legal and Contracts team.
Core Responsibilities
All Roles
- Support the PNG programs in the development, implementation, and continual improvement of a pragmatic and innovative framework for contracting activity in close consultation with program and corporate stakeholders, including policies, processes, templates, systems, and data analytics supporting subcontract, grant, supplier and property contracting and procurement.
- Contribute to and help maintain a corporate risk management framework to ensure all corporate risk, program risk, and fraud issues are proactively identified, reported and managed following corporate and donor policies and procedures.
- Serve as point of contact for contracts development and maintenance and ensure the accurate and up to date maintenance of contract, grants and other registers as directed.
- Effective management of relationships with the PNG Contracts and Legal team, Program Executives and program staff.
Legal Roles
- Provide practical, accurate and timely legal advice, training and other legal support to the PNG programs on a broad range of legal issues as required, under the direction and supervision of the Legal and Contracts Manager.
In addition to the above, the Senior Legal Officer will:
- Lead the provision of high-level technical advice and undertake contracting and procurement activity in respect of complex and high value contracts, including reviewing and approving (in line with delegated authority) subcontract, grant, supplier, property, and other contracts.
- Train staff and provide additional capacity building to key internal clients on templates, policies, procedures, contracting and grant.
- Continuously improve expertise in, and current awareness of changes to, the laws and client procurement rules relevant to Abt Associate’s contracting activity.
- Undertake the role of Fraud Control Officer responsible for training, fraud management and reporting.
Senior Contracts and Grants Officer
- Manage a large volume of grant and subcontracting and associated compliance with grant and procurement regulatory requirements.
- Undertake due diligence of suppliers and grantees and associated record management and reporting.
What We Value
Senior Legal Officer and the Legal Officer roles
- Bachelor of Law Degree and admission to practice law in Papua New Guinea
- Current Restricted Practicing Certificate or the ability to obtain one
Senior Contracts and Grants Officer role
- Bachelor’s degree and 5 years of relevant experience
