GENERAL DESCRIPTION: Performs routine (journey-level) consultative and technical assistance work in the Training Operations Division. Work involves coordinating, organizing, and assessing law enforcement and leadership related training. Works under moderate supervision, with limited latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Plans, develop, implement, monitor and evaluate educational programs and work with program staff to determine trends and resolve operational and technical problems.

2. Assists with development, coordination and implementation of state wide training initiatives.

3. Coordinates the planning and execution of classes, which may include ensuring audio visual equipment setup.

4. Organizes curricula, course outline, instructional methods, training aids, manuals and other materials.

5. Creates and conduct surveys, review and monitor program activities to determine compliance with requirements, laws, regulations, policies and procedures and recommend corrective action as needed.

6. Collects, organize, analyze and prepares materials in response to request for program information reports.

7. Requisitions and order merchandise, supplies, and equipment ensuring compliance with DPS and State guidelines and regulations. Track requisitions, audit invoices, maintain related reports and files.

8. Coordinates with and serve as liaison to agencies and internal program staff to explain and provide technical assistance on agency and program statutory requirements.

9. Conducts quality control audits on program material to meet State Commission (TCOLE) requirements and ensure timely reporting to meet State Commission requirements.

10. Oversee and ensure the completion and monitoring of required performance reports, and recommend appropriate changes.

11. Data entry into the Learning Content Management System to set up classes.

12. Conducts or participates in the planning, design, development, and production of graphics and interactive media materials using traditional and new creative options as part of a comprehensive communication.

13. May train others.

14. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited two-year college or university with a major in education, organizational development, or graphics design preferred.

Experience – Minimum of one (1) year experience in purchasing and record keeping.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Leadership skills – Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi- demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Knowledge of computer-based design workstations and their design capabilities. Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Sharepoint). Skilled in the use of graphics design software and multi-media packages.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
