Administratively attached to the New Mexico Department of Public Safety, the Law Enforcement Certification Board (LECB) serves as an independent compliance and disciplinary regulation board for 8,000+ certification holders and 194 public safety agencies. The Board oversees the issuance, renewal, denial, suspension and revocation of certifications for law enforcement and telecommunicator professionals. The Board also conducts investigations into allegations of misconduct violations by certification holders, administering due process facilitation and disciplinary action. Supports the LECB Attorney and Board operations by conducting legal research, preparing case documentation, and maintaining procedural integrity in misconduct case reviews.

Why does the job exist?

The Law Enforcement Certification Board Law Clerk provides and supports the Law Enforcement Certification Board in carrying out its statutory authority over law enforcement officer certification, misconduct investigations, and disciplinary proceedings. The position ensures Board actions are legally sufficient, procedurally compliant, and properly documented in accordance with New Mexico statutes, administrative rules, and due-process requirements. Incumbent conducts legal research and statutory analysis related to officer certification and misconduct matters and prepares legal memorandums, case summaries, and briefing materials for Board review. The position organizes and maintains confidential misconduct investigative case files; tracks investigative, procedural, and statutory deadlines; and ensures completeness and accuracy of records. The Law Clerk assists in drafting legal and administrative documents, including Notices of Contemplated Action, subpoenas, affidavits, and official Board correspondence. The role supports administrative hearing preparation through scheduling coordination, evidentiary packet development, and document management, and provides real-time support to Board counsel during proceedings. The position ensures compliance with governing statutes, administrative rules, and records-retention requirements. Additionally, the Law Clerk coordinates and processes Inspection of Public Records Act (IPRA) requests, including document review, research, and redaction support in consultation with legal staff. Incumbent compiles data, prepares reports, and develops certification and misconduct metrics to support Board operations, transparency, and executive decision-making.

How does it get done?

  • Legal Analysis and Case Support: Conducts legal research and statutory analysis related to officer certification and misconduct, prepares legal memoranda and case summaries for Board deliberations, assists with drafting legal and procedural documents, and provides direct support to attorneys during misconduct hearings.
  • Case & Records Management/Compliance: Manages confidential misconduct case files from intake through resolution by tracking deadlines, procedural requirements, and NMDOJ submissions, maintaining required logs and records, ensuring compliance with statutory authority and Board rules, and performing related administrative functions.
  • Board Operations & Hearing Coordination: Provides operational and logistical support for Board activities by coordinating misconduct hearings, preparing document packets and correspondence, managing scheduling, and supporting Board processes related to certification and disciplinary actions.
  • Public Records, Data Management, and Reporting: Ensures transparency and accountability by managing IPRA requests, researching and validating responsive records, coordinating compliant disclosures, and collecting, analyzing, and reporting data through standardized tools, templates, and performance metrics for internal and external stakeholders.

Work is performed for the Law Enforcement Certification Board, 194 public safety agencies and 8,000+ certification holders throughout the state.

Ideal Candidate

This position will require an individual with a high understanding of training management computer systems, record management, analysis preparation, data analytics, with strong research skills in the areas of state regulations, laws, procedures and analytical reports.

The ideal candidate will have:

1 – Strong research, planning, problem-solving and critical-thinking skills.

2 – Outstanding public speaking, presentation, collaboration, verbal and written communication skills.

3 – Strong organizational and time management skills.

4 – Ability to work with a high volume of files and records within established deadlines.

5 – Experience collecting and analyzing data from many source documents and observing processes to detect partial and noncompliance with applicable rules.

6 – Knowledge of auditing and compliance procedures.

Minimum Qualification

Enrollment in or graduation from of a law school accredited by an appropriate accrediting body.

Employment Requirements

Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.

In addition, the selected candidate must possess and maintain a valid driver’s license and obtain a Defensive Driving Certificate from the State of New Mexico.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT), extensive personal computer and telephone usage, and extended periods of sitting to include attending public meetings and hearings. Must be able to lift 25 pounds, and sitting, standing, bending and reaching may be required. Some occasional travel, including overnight travel, may be required in and out of state. This position operates on a standard work schedule during business hours, Monday through Friday. Flexibility in scheduling may be required to accommodate Board needs that could occur outside regular hours to include evenings and weekends.
