Enhance the efficiency and effectiveness of the Human Resources, Legal, and administrative functions within the organization and to bolster the organization’s capacity to achieve its goals and objectives by ensuring that HR, Legal, and administrative functions are effectively managed and aligned with the organization’s mission, values and procedures. Specific tasks and responsibilities Human Resources: – Review terms of reference for publication in Inspira or to be sent to partner agencies. – Follow up the hiring process done by other partner agencies. – Review Service Requisitions and Shopping carts. – Follow up consultant and individual contractor purchase orders in UMOJA. – Collaborate in the review and publications of Staff Positions. – Contribute and counsel considering United Nations Rules and Regulations. – Prepare monthly reports to Headquarters. – Contribute in the organization and conduct of training courses and workshop – Collaborate in reviewing and processing requests for classification process. – Provides advice and answers general queries on HR process. – Maintains HR related data bases containing HR related statistics and prepares periodic reports (for all the personnel, including consultants, individual contractors, and interns). – Provide guidance in the review of current human resources workflows and procedures to improve customer service. – Liaise with the Administrative Assistant of the thematic areas to ensure business continuity and timely issuance of contracts for personnel. – Contribute to the review of outsourced personnel contracts with other agencies of the UN System, such as UNDP Service Contracts and UNOPS LICA/IICA. – Review Fund Commitments for the hiring of personnel through UNDP. – Collaborate in the recruitment and selection process for UN consultants, ensuring that all candidates are assessed fairly and objectively, and that the process is compliant with UN policies and procedures. – Develop and implement HR strategies, programs, and initiatives to support UNEP’s goals and objectives. – Advise on workforce planning, recruitment, selection of consultants. Legal: – Contribute with the development of the daily activities of the office, doing research on short. contracts and precedents concerning Cooperation and Agreements with Implementing Partners and Memoranda of Understanding. – Contribute to the review and approval of legal instruments, such as Memorandum of Understanding, Contribution Agreements, Agreement of Cooperation, Internal Cooperation Agreements or other required, in accordance with the parameters of the UN. – Contribute to reviewing Contribution Agreements and Agreement with Implementing Partners. – Review and study of the privileges and immunities of the UNEP. – Follow up in the legal task within UMOJA, such as Grant Creations. – Provide advice in legal consultations related to host country agreements or any other topic from internal governmental entity, – Draft Letters, Memos, and Reports to governmental entities within any of the countries where there are projects being implemented. – Review Long Term Agreements with vendors or service providers. – Comply and organize legal information and legal reference materials from various sources for legal reports, work plans, studies, briefings, meetings/conferences, etc. – Provides guidance, drafts, edits, proofreads, and finalizes for signature and/or process a variety of legal correspondence and legal communications. – Monitor the implementation of fund allocation strategies for agreements. – Contribute to the preparation of agreements and contracts with governments, non-governmental organizations, and other public and private entities, as well as claims and disputes. – Collaborate in the preparation of drafts of legal documents, background papers, studies, reports, etc. – Maintain accurate records of all legal documents and prepare the monthly reports. – Provide legal advice and guidance to UNEP management and staff on various legal issues related to UNEP’s operations, programs, and policies. – Review and draft legal agreements such as SSFAs, PCAs and MOUs, contracts, and other legal documents related to UNEP’s work. – Provides legal advice on the interpretation and application of regulations and rules. Others: – Document, archive, and keep control of the database of projects, agreements, and contracts. – Collaborate with administrative and legal processes or any other collaboration requested by the officers. – Provides general office guidance; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications, input monitoring and implementation in UMOJA.; sets up and maintains files/records, schedules appointments/meetings, interviews, monitors deadlines, etc.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The Human Resources and Legal Advisor will provide comprehensive technical expertise in HR, legal, and administrative functions to ensure smooth operations within the organization. This post is located in the UNEP Latin America and the Caribbean Office, at the Panama City, Panama duty station, full time, 40 hours per week and the incumbent will work under the supervision of the Administrative Officer (Finance and Human Resources). He/She will also maintain direct communication with the administrative team, to improve the efficiency of operations within the Latin America and the Caribbean region.
Qualifications/special skills
Academic Requirements: – Bachelor’s degree in law, human resources management, business, public administration, or a related field is required. Professional Experience: – A minimum of 3 years of progressively responsible experience in corporate law, contract management and review is required. – Combined experience in human resources management, administration, or related area is desirable. – Previous professional experience in Panama with private or public entities is desirable. Languages: – Fluency in Spanish is required. – Fluency in English is required.
